One hundred and fifty-four of gall midges belonging to 20 genera, 5 tribes, and 3 subfamilies are developing on Artemisia spp. in the Palaearctic. The following genera of the tribe Oligotrophini are specific for Artemisia: Arenaromyia Fedotova, Boucheella Rubs, Dichelonyx Rubs., Dracunculomyia Fedotova, Boucheella Rubs, Dichelonyx Rubs., Dracunculomyia Fedotova, and Seriphidomyia Fedotova, Some genera have been restored of the synonyms of Phopalomyia Rubs as well as the nonarctic species Diarthronomyia Felt. Nine types of pupae are distinguished on the basis of the revealed characteristics. Four new genera, 3 subgenera, and 103 species of gall midges are described including 4 species of nonspecific ones for Artemisia genera: Dasineura Rd., Arthrocnodax Rubs., and Lestodiplosis Kieff. The belonging of the gall midges found on Artemisia in the Palaearctic to definite genera is identified; their trophic specialization is established. Seventy-six Artemisia species are hosts for gall midges in the Palaearctic and 52 species, in Kazakhstan and Turkmenistan. The phylogenetic relationships between genera of Oligotrophini tribe, their relations with Artemisia subspecies and other Asteracea are analyzed. A table for identifying these genera by pupae and imago is given.
