A JPEG2000 coding method for JPEG picture considering block noise

JPEG 2000 is a new image coding system and it was standardized internationally on January in 2001. Although JPEG2000 has higher compression ability than JPEG essentially, it turned out that if JPEG picture was coded again by JPEG2000, its re-encoded picture had about 0.5～1 dB less PSNR quality than the JPEG picture. In this paper; we proposed a new coding method for quality improvement of re-encoded picture which was converted from JPEG to JPEG2000. First, we considered the influences caused by block artifacts of JPEG picture and then the reduced particular wavelet coefficients in 1HL, 1LH and 1HH subbands. Finally, simulation results showed that proposed method could have about 0.15dB gain.
