Combining the particle in cell hydrodynamic model and the PACIAE transport model, we present the HYDRO-PACIAE hybrid model and then use it to investigate, as an example, the charged particle production in the Au + Au collisions at √:sNN = 130 GeV and the Pb + Pb collisions at √:sNN = 2.76 TeV. The calculated charged particle pseudo-rapidity distribution and transverse momentum distribution reproduce the corresponding experimental data. The experimental data of the elliptic flowparameter may also be explained. The HYDRO-PACIAE model is able to describe most features of the ultrarelativistic heavy ion collisions at RHIC and LHC energies, while it describes rapid non-equilibrium hadronization (freeze out) and allows for supercooled quarkgluon plasma. This is a feature not used in other hybrid models, which assume a phase transition via a mixed phase, phase equilibrium and/or crossover.
