The battle between Keystone Properties and the Jacksonville Port Authority (Jaxport) entered a new dimension October 11.Keystone filed a complaint in the United States District Court citing the provisions of a recently enacted federal eminent domain defense bill in its efforts to stop Jaxport from seizing a 65-acre tract of land it purchased on the port's waterfront.
