The new President will need to forge a trade policy that, at present, is not clear. The story is told that George Washington, attending the 1787 Constitutional Convention, spoke little until someone suggested that the Constitution set a limit of 5000 men in the army. Washington finally spoke up, "If that be so, let the Constitution also say that no foreign army should ever invade our country with more than 3000 troops."
