Many regulatory structures in emerging markets are following Western guidelines. There is mystique about emerging markets. Manufacturers often view them as lands of great opportunity, and lands of great uncertainty - even lawlessness. They assume regulations are non-existent or ill-formed. While regions like that certainly exist, it is a gross overstatement to assume all emerging markets are like that. The reality, says Doug Zuvich, global practice leader for trade and customs services at KPMG LLP, is that "The vast majority of trade rules and regulations are harmonized globally. Often, even requirements for declarations and documentation are similar to those found in more developed countries." The U.S. Food and Drug Administration, for example, say the China FDA developed its policies in close concert with the U.S. FDA. However, many regions' regulatory bureaucracies and approaches tend not to be at the same level of development as in the West. For example, Zuvich explains, "Government expectations for importers to have Sar-banes Oxley-type internal controls governing importing and exporting are mature in the United States. They are becoming common in Europe, and they are just being discussed in the emerging markets."
