EMISSIONS TRADING— The European Commission has reported “systematic non-reporting of 2011 emissions from flights to or from EU airports by airlines based in China and India,” against an otherwise “very high level of compli- ance.” More than 1,200 aircraft operators reported their 2011 emissions to the European Commission by the Apr. 30 deadline despite the fact airline emissions aren’t yet included in the EU’s Emissions Trading System (ETS) and in the face of widespread opposition from foreign carriers (JFI Feb.27’12). Missing from the 2011 data are 10 commercial carriers, two based in India and eight in China which, based on their 2010 submissions, the EC said make up less than 1% of emission reports and less than 3% of total emissions. Next year’s submission of 2012 emis- sions figures, due Apr. 30, 2013, will trigger obligations by air- lines to surrender allowances under the ETS.
