The drug scene has persisted, in fact, the scene has grown into a global phenomenon and shows few signs of abating. Those working in the field have approached this 'ill-defined' social problem with simplistic approaches, specific disciplines and a lack of analytic tools. Most seriously of all, professionals have agreed with the powers that be as to the identification, definition and character of the so-called problem.
