Incorporating Energy Efficiency and Renewable Resources into State Market-Based Procurement of Electricity SSO Service in Restructured States

Energy efficiency and renewable energy projects have successfully been developed nationwide in states that employ portfolio standards to accomplish these goals. However, the political climate in a restructured state may favor a more competitive procurement of these and traditional electric resources. The high-level outline provided here can serve as a starting point for restructured states contemplating adoption of an ‘all resource’ competitive market procurement process for their electric standard-service-offer (SSO) service.
