It has been almost 10 years since FERC Order 2000created regional transmission organizations andindependent system operators in order to establishcompetitive power markets and to stimulate thedevelopment of new transmission. Now, the dominantbehavior of the incumbent transmission owners, expressedthrough their RTO and ISO transmission expansionplanning processes, is at loggerheads with public policiesaimed at developing renewable energy resources.
