Libya may soon introduce a new draft proposal stripping National Oil Company (NOC) of its responsibilities and establishing it as a commercial entity, Reuters reported. The move comes amid an uprising against the rule of Muammar Gadafi. The rebellion has driven away much foreign investing, leaving formerly operating oil and gas fields in a suspended, vulnerable state. Oil production represents the majority of the Libyan economic output.
