Brasilia (Reuters) - Brazilian President Luiz Inacio Lula da Silva will propose to Congress that state oil company Petrobras be the exclusive operator of new sub-salt oil projects, a government source said Wednesday. Lula wants to boost state control over the massive offshore fields through an overhaul of oil laws and strengthen Petrobras by giving it privileged status in bidding rounds for projects in those fields. "Petrobras will be the operator of all the blocks, it will have partnerships in all of them," said the source, who asked not to be identified, referring to a proposal given to Lula by a group of advisors and cabinet ministers.
