Sugar factories and advancing urbanization: planning regulation issues and possible remedies.

Sugar factories are a potential source of emissions and are subject to approval under emissions regulations. This can create difficulties if a property development entitled to protection is situated too close to a sugar factory. After discussing such planning-related problems, movements under planning regulations which may signal the advance of property development, and ways in which they may be recognized by a sugar factory operator, are described. Other issues covered include the legal position of the sugar factory operator in the face of advancing property development and practical steps which can be taken to safeguard the site.
