Contracts these days go way past the typical project end point and require contractors to commission the systems,start up the plant,ramp up production and bring the plant to full design capacity.They require contractors to deliver an operating plant to the level of full production-demonstrating its process capability and reliability,certifying its capacity and validating that the plant is capable of delivering product to market.Such a process may include a 7-day production acceptance test and a 90-day reliability test before handover,plus a 1-yr warranty period thereafter.So why are owners expecting more from their engineering,procurement,construction(EPC)contractors? Increased availability equals increased profit.The longer it takes to bring the plant online and without interruption,the more the owner's return on capital employed(ROCE)is reduced.Time is money.
