In the past two decades, new investment in Australia has been negligible so that since its peak in the mid-1970s, the chemical industry, currently about 10% of manufacturing, has plummeted from around 3% of GDP to around 1% today (ABS 1994). This collapse is despite a billion dollars of taxpayers' money used directly to promote failed projects and even more used indirectly so that Australia is justifiably tagged by some as being a removalist-based economy with its massive resource endowments processed overseas.
