THE Department for Work and Pensions (DWP) has begun an inquiry into the underlying causes of construction deaths. The inquiry will be chaired by Rita Donaghy, a former chair of the conciliation service Acas and past TUC president, and will be divided into three phases: a review of existing work to consolidate understanding of fatal injuries in the sector; deeper analysis of the underlying causes, covering "factors outside the health and safety system"; and finally reporting to ministers and the HSE board. In a statement on 4 December, work and pensions secretary James Purnell said more than 2800 construction workers have been killed in the industry in the past 25 years.
