ALL THE indications are that the reliance on migrant workers is going to continue and the numbers might well increase in 2007, The HSE is looking at the issue with some concern. My impression is that a large number of employers simply don't understand their obligations in terms of health and safety. You read from time to time rather ill-informed comment saying that further legislation is necessary but the legislation is there already; the Management of Health and Safety at Work Regulations deal with issues such as competency, training and supervision. I've been involved in a number of cases where supervision and communication have been non-existent because of language difficulties.
