The remit of Category 1 responders is limited to the extent to which they have responsibility for "a place" in the UK. The main emphasis - except in those very serious, widespread incidents - is clearly on these local responders, since one of the principles guiding the CCA is subsidiarity: devolving decision making to the lowest appropriate level. The guidance to the Act (www.ukresilience.info/ccact/errpdfs/ index.shtm) says the building blocks of the response to crisis will almost always be local plans developed at local level. Local responders will almost always be first on the scene and carry the main burden. The amount and level of regional or national support to the area affected may vary. Most incidents can be managed by local responders, in some cases supported by a lead department in Whitehall or a devolved administration in Scotland, Wales or Northern Ireland.
