Emission limits on the 300K-b/d Saint John, New Brunswick refinery's proposed new operating permit are largely unchanged, much to the displeasure of environmentalist groups. "Where are the changes?" said Clean Air Coalition head Gordon Dalzell, adding that he had expected that a reduction in permitted emissions of volatile organic compounds, in addition to a requirement that Heath Minister Victor Boudreau approve the permit. The Irving Oil refinery's permitted sulfur dioxide emissions have been reduced only slighdy by 3% to 5,200 mt/y, while limits on nitrogen oxide and particulates were unchanged at 5,500 mt/y and 500 mt/y, respectively.
