摘要

Inforrnation released to the public last week on China's gas pipelines and LNG import terminals shows that the country's three state giants are doing their best to thwart government efforts to get them to open the infrastructure to third parties. The firms — China National Petroleum Corp. (CNPC), Sinopec and China National Offshore Oil Corp. (CNOOC) — were forced to disclose the information by Beijing (WGI Aug.24'16). All three object to opening up their infrastructure, and the disclosures indicate they are imposing tough restrictions to stop anyone else getting access. "If you have made huge investments in infrastructure, and open access to third parties will lose you market share to third party users, and your own profits will be reduced, it is not fair," an industry source complained.
