Qatar will underscore its position as the world's gas-to-liquids (GTL) capital later this month when the Pearl GTL plant delivers the first commercial-scale volumes of GTL jet fuel to Doha airport and Qatar Airways. Both trains at the plant — a joint development by state Qatar Petroleum (QP) and Royal Dutch Shell — have ran at over 95% utilization rates in the past few months, while the facility overall has been operating at around 85% of its design capacity, Shell marketing executives tell Energy Intelligence. Shell became the top foreign investor in Qatar with Pearl GTL, the world's largest GTL plant. The facility — first conceived in 2002 and on which construction began in 2006 — cost $18 bil-lion-$19 billion and represents the biggest investment Shell has ever made in a single project.
