Policy papers now circulating in Brussels and EU capitals are designed to restore the fortunes of Europe's Emissions Trading System (ETS). A massive surplus of carbon credits means prices under what was intended as the cornerstone of EU climate policy are languishing at little more than $8 per ton, far too low to send the right signals, and policy-makers are trying to craft a rescue plan. European majors hoping for a much higher price tag on carbon to benefit natural gas at the expense of dirtier coal will likely be disappointed, with current measures not seen going far enough — although given the daunting political and economic challenges in the EU, they are perhaps the most that can be realistically delivered for now (WG1 Jun.24' 15).
