North America's new electricity "reliability cop" this week issued its first white paper on the state of the grid,with few surprises for those already aware of the potential for power shortages in several parts of the US over the next couple of years (WGI May24,p7).In its 2006 Long-Term Reliability Assessment,the North American Electric Reliability Council (Nerc) is making a necessary show of its new authority - not unlike a rookie patrol officer on the neighborhood beat.The attitude is friendly and aware,but the billy club won't be out of reach if needed.
