The author is research fellow of the Institute of Asia-Pacific Studies under the Chinese Academy of Social Sciences. Northeast Asia covers China (including Hong Kong, Macao and Taiwan), Japan, the Democratic People's Republic of Korea, the Republic ofKorea, Mongolia, and Russia's Siberia and Far East areas. With abundant resources and a large population, the region embraces countries and regions boasting a huge potential for development and exuberant vitality. China is vigorously pushing its policyof reform and opening to the outside world. It has a vast territory, rich resources and ample labour forces. Japan is the only industrially developed country with a glut of capital and technical basis in the region. Its capital, technology, market and experiences in economic development have a decisive role to play in pushing up economic development in Northeast Asia. The Democratic People's Republic of Korea (DPRK) is also seeking to develop its economy by diversifying its international relations. It is rich in labour and mineral resources. The Republic of Korea (ROK) is a newly industrialized country with enough potential to bring into an important role in development and cooperation in Northeast Asia. Siberia and the Far East area of Russia boast ahuge reservoir of resources awaiting exploitation. Mongolia, a vast but sparsely populated agro-pastoral country, is also in urgent demand for development.
