SIX years before the federal Food Quality Protection Act was passed in 1996, Wayne Brandt made the decision to gowith a softer chemical program. The Reedley, CA, peach, nectarine, and plum grower says he could see the writing on the wall, and so he decided to seize the initiative from government regulators. "When they started talking about taking these things awayfrom us," he says, "I decided to figure out how to do it before they took everything away."
