In what was considered the largest trade case ever heard by the domestic steel industry argued that steel imports have substantially hurt the domestic industry and demanded trade relief. Foreign steel producers, on the other hand, contended that the domestic industry deserved no trade relief because imports have been dropping, not rising. Now, it is time to wait and see what the ITC will do. The seven-member commission was expected to vote and issue its recommendations to President Bush by October 19. The ITC recently ruled in a separate but related Section 201 case, decided nearly two years ago, that wire rod production form Mexico and Canada has impacted the effectiveness of the ruling, opening the door for Bush to impose measures against them if he so decides.
