A FEW NEW CONCEPTS ADOPTED IN TAMIL NADU IN IRRIGATION MANAGEMENT

INTEGRATED WATER RESOURCES MANAGEMENT DEFINED: Globally, it is now well recognized that the world's fresh water resources are under increasing pressure, since, while fresh water is a finite and vulnerable resource essential to sustain life on earth,increasing population and the effects of human activities are throwing challenges for its safe governance and management. As early as 1992, when the United Nations organized a global conference on Environment and Development in Rio de Janeiro, Argentina,a few broad principles were enunciated like creating awareness and understanding among the people at large on the future challenges in the use of fresh water, seeking their participation and emphasising that water is an economic good and that its availability and sustainability should not be taken for granted. The Global Water Partnership (GWP) established in 1996 under the auspices of the United Nations has been creating an international network open to all organizations involved in water resources management to continue the process. Saying that "Water is Everybody's Business", they have evolved a Definition for the Integrated Water Resources Management as "a process which promotes the coordinated development and management of water, land and related resources, in order to maximize the resultant economic and social welfare in an equitable manner without compromising the sustainability of vital ecosystem".
