THE Harbour Area Treatment Scheme (HATS), a project previously named Strategic Sewage Disposal Scheme (SSDS) before March 2001, is an overall sewage collection, treatment and disposal scheme for areas on both sides of Victoria Harbour in Hong Kong. Stage 1, which was fully completed and brought into operation in late 2001, includes 23.6 km of tunnels up to 150 m below the city to collect sewage from the urban areas of Kowloon, Tsuen Wan, Kwai Tsing, Tseung Kwan O and the northeastern part of Hong Kong Island, and convey it to Stonecutters Island for treatment and subsequent dispersion in marine waters. As the population grows and with further development on both sides of the harbour, deterioration will occur if the HATS is not completed. A second stage is urgently needed.
