THE Norwegian Roads Administration (Statens Vegvesen) is in the process of upgrading a huge number of roads in Norway (see World Tunnelling June 2003 for a general overview). Among these schemes the country has decided to trial the Public Private Partnership (PPP) system of construction and finance on three major schemes, and the second of these to get under way is the upgrading of the Lyngdal-Flekkefjord section of the main E39 trunk road from Oslo to Stavanger. Ernst & Young acted as advisers to Statens Vegvesen on the PPP, as they did for the earlier pilot scheme for the Klett to Bardshaug section of the E39. The third pilot scheme for the Grimstad to Kristiansand section of the E18 is due to be tendered later this year. This Lyngdal-Flekkefjord project involves the construction of seven main road tunnels and eight bridges through the difficult terrain, and the most visual aspect of the job will be an impressive new 570m long suspension bridge across the Feda fjord near Kvinesdal, running between tunnels on both sides of the fjord.
