Resilience of highway networks in the face of extreme winter weather was the theme of the World Road Association's recent UK Congress. Britain's highway authorities should be better prepared to deal with extreme weather this coming winter than they were last year, delegates to the World Road Association's UK Congress in Belfast heard in early November. But a growing number of minor routes in rural areas could be at risk of flood damage if councils decide to cut back on their maintenance responsibilities.
