Creating a smart power-delivery system

When the heat index of the summer of 2000 exceeds comfort levels, many of us will turn on our air conditioners, perhaps all the while realizing that we could be contributing to conditions that lead to brownouts and blackouts. Widespread outages in Chicago and New York in the summer of 1999 made it only too clear that the power-delivery system is becoming increasingly unreliable as demand increases.
