The key themes of Government policy in "The new NHS: modern, dependable" were to improve people's health, especially for those worse off, to improve consistency and quality, and to modernise the NHS by investing in staff, buildings, equipment and information technology, said Dr PHILLIP LEACH (principal medical officer, NHS Executive).
