What Would Captain Francis Fowke RE and Major-General Henry Darracott Scott RE think of the Corps' Current Construction Skills?

WHY are the Royal Engineers not good at delivering construction projects? This question is rather sweeping, partisan and unhelpful; however, it has been asked by individuals in DIO, FLCs and even within the senior echelons of the Corps. Significantly there was no clear answer. In a number of cases projects are delivered to a high standard; arguably, the bar could be set higher. Notably, the Corps' construction capability has waned over the Herrick and Telic eras. This paper will examine some systemic behaviours which are incoherent with high quality construction. Sympathetically, examples of bad behaviours will not be used in order to avoid the all too frequent exchange of blame and counter blame which routinely follows many tasks. Although for any that are in denial, just look at any recent BATUK projects. It will, however, draw on a number of examples where good behaviours and practices have reaped benefits.
