The Convention defines chemical weapons in Article II, paragraph 1. From this provision, as well as from the provisions of paragraphs 2 and 3 of Article II, and from section B of the Annex on Chemicals, it is evident that the definition of "chemical weapons" is not limited to the chemicals listed in the Schedules of the Annex on Chemicals, but also extends to all toxic chemicals and their precursors, except when they are intended for purposes not prohibited under the Convention, and as long as their types and quantities are consistent with such purposes. It is prudent not to assume that terrorists will restrict themselves solely to the use of chemicals only listed in the Schedules.
