Testing is a process much like the systems engineering process. In fact, the systems engineering process relies on the testing process for verification and validation. The need for more effective testing to inform decisions is reiterated in many documents since it was highlighted in a 1998 National Research Council report. The Air Force Institute of Technology (AFIT) in partnership with the Air Force Materiel Command developed courses and began delivering these courses in fiscal year 2011 after identifying critical shortfalls and the competencies required to mitigate them. These critical shortfalls include lack of tester involvement during the early acquisition phases, the need for more defensible conclusions from tests, and under-performance in reliability. The courses address these shortcomings by emphasizing early tester involvement, statistical test design, and reliability.
