THE NATIONAL COTTON COUNCIL and National Cotton Ginners Association (NCGA) have submitted comments to EPA in response to EPA's document titled,"Emissions Factor Uncertainty Assessment," which recommends the use of a mathematical uncertainty factor to inflate current AP-42 emission factors for cotton gins and other agricultural sources and could be used as EPA guidance to states.
