In the beginning - since the inception of the precursors to the ISO 9000 series - the need to control the quality of design has been evident. After a four-year aircraft design course and 17 years in an aircraft design environment, JB knows well the views of 'designers' in rejecting quality in the design process: 'We know what we're doing, we don't need to be dragooned by non-designers' etc, etc. However, the increasingly competitive industrial world, together with the marriage of numerical design and production processes have surely cut the basis from these arguments to arrive at ISO 9000 sub clause 7.3: design and development.In Engineering Management Journal Dr Dennis Green has developed an understanding (interpretation?) of clauses 7.3.1 to 7.3.7. He evaluates the margins of applicability - opportunities for exclusion, which include aspects of manufacturing, service industries, nursing homes (in considerable detail, as a non-manufacturing working model) and aspects of contentious and non-contentious legal work. Dr Green recommends that such analysis be applied to each reader's unique auditable situation, for by following the sample of the nursing home study the reader will be able to test the justification for excluding sub-clause 7.3, based on the premise that such exclusions should not be taken for granted.
