Processors and brokers of recovered paper on the eastern and southern seaboard of the USA appeared largely handcuffed if workers at 15 ports strike in about two weeks, contacts said this week. Concern heightened among recovered paper suppliers after negotiations in Florida from Monday to Wednesday ended in no deal to take to workers on a master contract from the International Longshoremen's Association (ILA), which represents port workers, and the US Maritime Alliance, which represents the port employers. The sides are to resume negotiations Monday in Newark, NJ. The old contract expires Dec. 29.
