A major undertaking to charge fees for older trucks that use the ports of Long Beach and Los Angeles kicked off on Wednesday, and recovered paper suppliers said there was not a slowdown in truck traffic or shipments. In an effort to reduce air pollution from old tracks, the Los Angeles port administration designed the new program, which requires a fee for trucks and even loans if needed to pay for engine improvements that reduce pollution.
