摘要

The recent landmark United Nations high-level meeting on non-communicable diseases (NCDs) has mandated tobacco control to be one of the high priority interventions for NCD prevention and control; as tobacco use accounts for one in six of all NCD-associated deaths globally. The World Health Organization's (WHO) Framework Convention on Tobacco Control (FCTC) came into force in 2005 to protect present and future generations from the adverse health, social and economic consequences of tobacco consumption and exposure to secondhand smoke (SHS). FCTC is the first international public health treaty of any kind, and has been ratified by 175 countries to date.
