The REACH Regulation left it to industry to solve how the required extensive cooperation between companies should be organised. Several problems occurred with Siefs, but gradually companies accepted a model for registration where a lead registrant (LR) took responsibility for producing the joint registration dossier, and other registrants bought access rights to this information for their own registrations. The role of downstream users (DUs) was largely restricted to use-related communication in the supply chain – especially making sure that the DU’s uses were covered in the LR dossier.
