U.S. pipe and tube mills operated at 26.7% of capacity in March. This is a decrease of 0.9percentage points from the revised February number. At this time last year, the average operatingrate was 33.9%. These figures encompass all U.S. mills.The U.S. Department of Commerce (DOC) has postponed the preliminary Antidumping(AD) determination on the welded carbon steel pipe trade case versus Oman, Pakistan, UAE andVietnam. The ruling will now be released on May 31 rather than the April 11 date as previouslyscheduled. The final determination will be 75 days after the preliminary unless it is extended. TheCountervailing Duty (CVD) case versus Pakistan is not altered by this notice.
