Andy Coueslant. has been named as the Scottish Fire and Rescue Service's new Deputy Assistant Chief Officer and Head of Service Delivery in the North of Scotland. in 2014. the Scottish Fire and Rescue Service devised a new. streamlined management structure across Scotland, with the creation of three new Deputy Assistant Chief Officer (DACO) posts. These posts came into effect in January, 2015.
