Over the past decade, emergencies have become more frequent, often causing devastating destruction and affecting an increasing number of people. With each large scale emergency, the planning, response and recovery efforts come under increasing scrutiny - from both the media and the general public. The challenges in dealing with these emergencies have also increased, and become even more complicated. Incidents don't occur neatly in a particular jurisdiction. They often affect wide areas of a city or region, or extend beyond state boundaries. And it's not just the response efforts that are under scrutiny. The public expects the lessons learned from previous natural disasters to be applied to minimise the horrific impacts on people's lives.
