Mexico City-First it was Raul Munoz, director-general of state Pemex, referring to "a crisis in oil reserves that threatens to spill over into production." Then, within days, Pemex was announcing a 70,000 b/d cut in crude output to run from Aug 1 thorugh the end of September.
