Kuwaiti planners complete framework for northern oil project

After years of delay,Kuwaiti oil planners have completed the legal framework,economic formula and draft agreement for a controversial project inviting foreign oil companies to develop its northern oil fields,Kuwaiti minister of energy Sheikh Ahmed Fahed al-Sabah said this week.
