Pipeline developers are still struggling to line up firm transportation contracts needed to raise capital to finance new infrastructure seen as key to meeting the growing demands of gas-fired generators, a Spectra Energy executive said at an April 6 think tank-hosted event. “The independent power generators make a very sound economic argument that they cannot afford to sign up for 20-year contracts when they only get one-year commitments out of the electric markets,” said Richard Kruse, Spectra’s vice president of regulatory and Federal Energy Regulatory Commission compliance officer. “You see the logic of their concern, but who is going to sign up [for contracts] has been the biggest challenge.”
