Nobody knows when the argument started. Nobody knows where the argument is now. Nobody knows where the argument is going. Yet the interminable wrangling about the priority of safety or production or, in today's case, production or protection carries on like an engine with no connection to a drive shaft: Lots of rotation but no useful work. Without expressly saying it, James Reason in a most original and dangerous book: "Managing the Risks of Organizational Accidents," led me to an elegant conclusion: Production has priority. Production earns its priority because it is production that starts and sustains protection.
