The SBB intend to take the chances offered by the new ETCS standard for train protection systems, both operationally/ technically, and commercially. Therefore a network-wide migration strategy was developed takes the foreseeable future capacity requirements into account and minimises investment costs and depreciation requirements. Concurrently, the train protection systems presently in use, Signum (1930) and ZUB (1980), whose lifecycles have come to an end, will be replaced. The strategy harmonises procedures and costs at the infrastructure and the rolling stock in such a way that for fields, maximum liberty of action can be achieved. Vehicles are migrated to the new system before line equipment takes place. During the line conversion phases, the vehicles are able to communicate both with the old and the new system. The main lines of the SBB network will be equipped with ETCS Level 2, secondary lines with Level 1 (punctual). The present standard for Level 1 provides a complete transmission-based cab signalling, and accordingly presupposes a complete new equipment of all signals of a line, which is costly. It is aimed to equip only those line sectors that present a higher level of risk (with the so-called punctual Level 1), and thus to maintain the necessary safety level, at costs of around one third of a comprehensive fitting out. Together with other European railways, the SBB have submitted a Change Request for punctual ETCS Level 1 to the competent European authority AEIF.
