Lure of no-strings tobacco money will mean return of dumped bill

A private member's bill aimed at raising money from tobacco products for use in fighting teenage smoking was killed off before it had time to draw breath, but many people believe the lure of tobacco money will mean that it will be back in some other form. Meanwhile, much of the money ostensibly raised since 1994 for a similar cause has now been absorbed into general revenue by the federal government.
